I have a solution to this problem but it's so convoluted I'm hoping someone can offer up a better one.
Safari is my default browser on the Mac but I occasionally use Chrome – either on the Mac for sites with flash content or when I boot into Windows. My Safari bookmarks sync with iCloud so I installed the iCloud extension for Chrome but this only works in Windows. So if I add a bookmark in Safari, I have to boot into Windows and launch Chrome to sync it. Surely there's a more elegant Mac-based solution out there.
Even Google suggests I use Safari and iCloud but I already do and that doesn't solve my problem.

Xmarks is a cross-platform bookmarks sync solution and seems to work very well. Bear in mind that Xmarks and the iCloud for Windows browser extension sync their bookmarks to different locations (Xmarks in Other Bookmarks and iCloud in Other Bookmarks > Safari Menu). So after installing Xmarks and syncing on all relevant browsers in both OS X and Windows, I turned off bookmarks syncing in the iCloud for Windows control panel and deleted the Safari Menu folder from Chrome to avoid syncing two duplicate sets of bookmarks.
My bookmarks now sync no matter which browser/platform I use and all is well with the world.
