Syncing Custom Ringtones onto iPad from macBigSur

So pre-BigSur I was able to get custom tones on my iPhone.
My iPad (despite being newer) was not able to, and I assumed this was due to my iPad software not being up to date, as well as my mac not being up to date.
I updated both, and now, again for some reason my iPhone has all my custom ringtones I downloaded, but my iPad does not.
How can I get these on my iPad?
