syncing from iCloud

I have an iPhone and a MacBook Air but all the images I have in photos on my mac don't sync to my iPhone , does anyone know why? I'm running macOS Catalina on the mac and ios 13 on my iPhone.

Make sure iCloud photos is turned on on all devices

That ^^^ and you may need to sign out and in iCloud on each device.
