Lots of confusion since Mavericks and iTunes 11.1.3.

Apparently Mavericks with iTunes 11.1.3 requires an iCloud account to sync calendar, contacts and safari bookmarks with an iDevice. The iTunes info tab and some systems software is missing.

Is there a way with Snow Leopard to completely configure and sync an iPad Mini Retina w.o iCloud?

Yes... Use iTunes... The Info Tab was only missing since Mavericks.

Snow Leopard, Lion, and Mountain Lion still can use iTunes and sync, bypassing iCloud ltogether...
