Syncing iPad to a new PC operating system

I recently reinstalled Windows and want to re-sync everything from the iPad onto the new PC OS with iTunes.

However it's saying my iPad is sync'd to another computer and that if I want to sync it to the new computer it will have to erase the iPad.

How do I sync everything on the iPad to the new PC OS, rather than the computer to the iPad?

I de-authorised the former PC operating system and have authorised the new one via iTunes, and it even states the new PC is authorised.
