syncing iphone 4 with purchased iphone 4S

Just purchased a used iphone 4s and would like to sync it with my iphone 4 - to transfer my apps, data etc from the 4 to the 4S and, if possible, keep some of the apps that are on the newer phone....
So far, I have not been able to to this with icloud or itunes. The previous owner's Apple ID is still on the 4S.
Could someone help me with this problem?

I'm surprised the seller didn't clear his/her data off the phone before selling it. You presumably don't have rights to of any of the content and should reinitialize it rather than try to keep or transfer it.

One of Apple's support article about phone content transfers is here. Is that what you've been trying?
