Syncing iPhone scrambles network functionality

ever since iOS 9, syncing my iPhone 6 has caused the wifi connection to show a connection but internet hang, cause mail fetching/pushing to stop working for up to days at a time, and other basic networking errors.
Resetting network settings solves this UNTIL I sync again.
Anyone else experiencing this?
