Seems like syncing between the Watch app and the Apple Watch (watch os beta 4 and ios 11 beta 4) is very sporadic.
I don’t know if this issue is widespread but when changing settings via the watch app they can take several minutes before showing up on your Apple Watch. For example I switched around a few complications earlier and while the older ones had been removed the new ones were not yet in place, so I had a few “blank” complications on my watch faces until it fully synced.
