iPhone Syncing Messages from iPad to iPhone

So, I had a bug happen where I was deleting 5 pictures from my iPhone 11 Pro iMessage conversation with one person. I scrolled up to make sure it only selected the images and not my entire conversation: affirmative. Then, it froze and when it unfroze, my entire conversation was gone. I have iCloud turned off thankfully, so I'm able to still see the entire conversation on my iPad. My question is, is there a way I can sync the messages from my iPad to my iPhone? Do I need to turn the iCloud on in order to do so or can I do it without?
