Syncing safari bookmarks between iOS 10 and iOS 11

hi anyone has this problem? My safari won’t sync between my iPhone running iOS 10.3.3 and ipad running iOS 11 beta. Previous bookmarks all are there , but new added page doesn’t appear anymore .

As per the release notes:

"iOS 11 adds a new sync system for your Safari Bookmarks and Reading List to provide better syncing and security. Migration to the new sync system occurs silently after all the devices signed in to your iCloud account are running iOS 11."

But because you're testing a beta it has the new sync system enabled already regardless of whether you still have devices on iOS 10. (they also changed keyboard shortcut syncing)
