Syncing to new wndows 7 pc

I need to move an Ipad and a Iphone to a new pc (windows 7)

The old Itunes is messed up so transfering it to the new pc is not a good idea the new system wants to erase the the phne and Ipad.

What I was thinking is if I request Apple to let me redownload anything that was bought on Itunes I know I will loose any music files that were imported but my main conserin is the emails and contacts will they be deleted when I Setup a new sysnc or is it just the apps , and music that is deleted.
