where can I download alternate system dictionaries?

I want to be able to have spell check in german but retain the system language as english.

I am at a loss on where to go to be able to do this. Other posts have mentioned being able to change the dictionary but how do I get another language. It seems that I only have English US and UK and for whatever reason Japanese.
