System Font in El Capitan

Since upgrading my MBAir, the font size in menubars has become so small I cannot read it. I tried using Tinkertool to change this to enlarge it, but that does not work. I cannot find a setting that covers this. Is there a way of doing this? A lot of programs (Mail, Safari etc) allow one to enlarge the text body, but not the menubar.
