system fonts or email fonts scrambled in apps and messages

Emails and some apps suddenly have garbled text. Not encoding properly or something.

Tried Disk Repair, Permissions Repair, Rebuilding mailboxes, Reloading default fonts in Font Book, PRAM, SMC, etc.

It's all mailboxes. iCloud, Gmail, Hotmail etc.

Besides reinstalling Lion/Mavs not sure what to do.
