I have repaired my disk permissions, rebooted, still the same.
I've reinstalled OSX, rebooted, still the same.
The only other thing is that the system preferences work fine in other user profiles on the same system.
When I took my Macbook in to the genius bar in the past, they deleted something from my library (might have been the library folder itself?) and said that letting that rebuild itself would fix most problems. However I can't remember 100% which one I am meant to delete so I came here first.
