My brother's Rev. A 1.83 ghz/512mb Macbook running 10.4.8 is having serious issues with System Preferences. Everytime he goes to change the desktop background or screensaver, the app hangs and crashes. After resetting PRAM and PMU, we still haven't gotten System Preferences to work properly.

Do any of you have any ideas besides reinstalling Mac OS X?
 
Try the usual mumbo jumbo™:

- Repairing permissions, running periodicals, cleaning logs and cache, verify preference files (all very accessible through tools like MainMenu) and maybe even verify and resolve duplicates among your fonts (in Font Book).

- Then, if any of that didn't solve it, log into another account (make one if you have to) and see if the problem persists. That way you know if you have to go look for problems locally in your user account or globally...
