I've had this problem for some time now and I want to resolve it.
I have 10.2.8 and when I try to change the background, it just quits. Could anyone help me or give me any ideas. I called tech support but I don't have the extended help contract so they want me to pay $250. I never had a problem that I couldn't figure out, but this is one that I can't. Thanks.

I was just discussing this and thought that it was a Panther problem.

If you're right-clicking (control-clicking), open System Preferences and change the desktop picture from there. I've found this to be an alternative.
 
You might try deleting com.apple.desktop.plist inside your user's Library/Preferences folder.
