I dont have original disk, im running SL 10.6.4,

i have tried are pulling the file out of my user library and then restarting didnt not work

im lost i searched all over google if some could please help me it would be greatly appreciated im new to macs so please try to be detailed thank you

Give this a try:

Mac OS X: What is Safe Boot, Safe Mode?

While booted into Safe Boot Mode, give the System Preferences a try. Hopefully, they'll work. Either way, once you've tried that then you can do a Restart and it'll restart back into normal mode. Once in normal mode again you can try the System Preferences.
