This problem is related to the "no apps purchased" issue, which now seems to be resolved for more people.
I don't want to be "logged in" with my Apple ID to iCloud etc.
Two specific problems:
1. System Preferences keeps logging me back in even though I sign out !!
2. The dock keeps bugging me to log in.
I am concerned about Apple's retention of my credentials. This Catalina fresh install on a formatted disk somehow managed to know my wifi password and I wonder if they're keeping it in non-volatile RAM somewhere.
