system preferences quit unexpectedly

When i go into system prefernces > Accounts the system halts and a window comes up "system preferences quit unexpectedly"
it has done this since the machine was new... Apple helpline couldnt help... ive been putting up with it for 6 months now...
Does anyone have any ideas....

Make a TM backup and do a clean install of the OS.

In Sep 2009 I bought a MAc Book Pro, 500GB top of the range.
I migrated the data onto it then... when i later wanted to add a user came upon the above message...
Apple support couldnt fix it... i ended up ignoring it until my machine died last weekend... (a hard disk failure)... because I had had so many problems with this.. I bought a brand new iMac... restored the TM backup and hey presto... same problem.
I am beginning to wish I had given Bill Gates my money now... surely this should not be such a difficult problem to solve... Ive reinstalled the OSX... deleted plist files etc...
Still the problem persists
