what's gonna happen if i switch to off all the options in the system services menu?

and by default they should be on or off?
By default? Not sure what they really are. But they can be whatever you want them to be (based on what you might use or want to have). The bottom ones are really about providing (supposedly anonymous) data to Apple, so it's basically up to you if you want to provide that data or not.

Nothing really. Just depends on what you might want or need. For Find My iPhone service you might want to have that enabled, and perhaps the location sharing one if you want to share your location sometimes. If you want traffic information in your Notification Center then you might need to have that and/or frequent locations enabled.

I have all of them off (aside from Find My iPhone) and have had it like that for a while since even iOS 6 or 5 days, and basically everything that I use or need works fine.
