System sounds still work even if disabled

When you go to a desktop that has no open windows/apps on, and press CMD+S for example, you will still hear a "boop" sound (like an error).

shouldn't the "play user interface sound effects" disable this sound? I didn't have these sounds in Catalina when it was disabled, so it's weird.

As a workaround, you can set the Alert volume to 0.
