System volume info & Recycler in partition

I have partitioned my external hard drive to both fat32 for windows and mac osx journaled for mac.
I have a mac but use PC as well occasionally.
can anyone tell me what the 'recycler' and 'system volume information' folders are in the fat32 partition?

can i delete them?
i have looked on the net for answers and a few folk said the folders just keep getting bigger etc.
any help thanks.

Windows hidden files for larger FAT32 partitions. It's safe to delete.
