So I'm buying my mother a new iPhone 5c this weekend, upgrading her from her old Android phone.. It's a surprise phone though, I'd like to give it to her already activated though with her old number. She currently has a pre-paid plan with T-Mobile however, is there anyway I can activate it without deactivating her old phone or making her come with me? Thanks :)

You can activate it on your account and just port her number later... I can't think of another way to do it if she's prepaid and your not on the account...
 
Just take her with you. It will be fun for her, and she may feel more comfortable with the change, having been involved in the process.
