will a T-Mobile SIM card from an EIP iphone not fully paid off locks a sim-free iPhone purchases from apple store to T-Mobile network?
 
No. Sim free will remain unlocked regardless if the current phone is locked. Even if you insert the sim card it will stay unlocked.
