T-mobile version on ATT?

I am an ATT customer and I want to pay full price for the iPhone 6. The ATT option on Apples site only shows with a contract or using the next program. If I get the full priced T mobile version will it be an unlocked model that will work on ATT?

Some people claim based on last year's sales that it should be unlocked if you buy it from apple.com, but if you buy it from T-Mo it will be locked.
