Yes, if you buy it from the Apple store.

If you buy it from the T-Mobile store, they will activate it and lock it to their network.

You will require an AT&T SIM. If you already have an iPhone 5/5S with AT&T, you can take the SIM from that device and use it in the iPhone 6. If you don't have an AT&T SIM, you can get one from the AT&T store.
