I got a voicemail earlier and when I went to the Phone app and selected Voicemail, it didn't give me the prompt for my voicemail menu. Instead it said, "Please leave a message" like it was calling my number and it just went to voicemail. I can still hit *, enter my pin, and then access my voicemail menu, but it's an inconvenience for me. Anyone have an idea why it does this?

Everything else works fine. Factory unlocked iPhone 4S on 6.1.3.

It seems to depend if you are on T-Mobile's network or roaming on a Service Partner's network. Where I'm at now, according to T-Mobile's map, is 2G-bordering a Service Partner, in this case AT&T. If I call when I have T-Mobile service, it gives me the menu, but if I'm in AT&T land, it asks to leave a message.
 
That has nothing to do with the iPhone (as it is just calling your voicemail number). Seems like your issue could be because you are roaming.
