Although credit card information is stored in the chip, I don't know if resetting the PVRAM or SMC will change anything, as that particular reset function is not mentioned in documents, although there is no harm in trying to reset.
Are you using the Mac in clamshell mode?It says” the security settings for your Mac was modified.” I have rebooted into security and the settings are the same as usual. Yes I am logged into my appleid account.
I have been chatting with apple about this and even they are clueless. Some of their reps are not so good and give me iPhone advice when the issue is on a Mac. Apple Pay worked just fine for 3-4 months and prior it did not work until apple released a update to the is and it worked again. Guess I will have to wait.Are you using the Mac in clamshell mode?
Are you sure your system is up to date? If so, I would try the PVRAM and SMC reset as Apple Support would probably ask you to do that as a matter of standard protocol. If that didn't work, I would try reinstalling the OS and setting up as new. If that doesn't work, contact Apple Support.No it’s open

Sounds like a possible OS problem. I would try the steps I just mentioned. As to phone support, many of the people working the lines right now are people that are not normally in that position. If you wipe the drive and reinstall the OS, you will have to go through the full process of setting up your Mac again, just as if it were brand new. Doing a reinstall may not solve your problem. Well I won’t do that as the issue is not worth it. I can still pay for things and make donations via Apple Pay if my watch or iPhone is around from my Mac. I will wait to hear from apple on Tuesday to see if I should reset SMC or do a plain install. This sounds like some extra boot arguments have been passed to your kernel, or some security features, like SIP and KEXT signature enforcement may have been turned off.
Maybe you can try checking if SIP is enabled, and try resetting NVRAM to remove any extra boot args.

You sure? I have all that turned off and on Catalina and all is well.You have to turn ON automatic updates, all checkboxes…
