What could be reasons for Apple doesn't make a t9 dialer?
No need from Apple's perspective is what it boils down to. What advantages do you perceive from a T9 dialer? They were helpful for phones limited by traditional keypads.

When you are on the keypad in the phone app you can start dialing someone's number and based on the first few digits it can quickly suggest the full number you might want to dial, kind of like it does in messages or email. Similarly it can do that by name when you put in the letter equivalents of someone's name it can show you suggestions based on that.

This, you won't need to type full number, I think it's useful...
