Tabbing in Safari between personal and server edition

Tabbing here is not related to Tab browsing. I am talking about pressing TAB key through check boxes, drop down menus on Safari.

Interestingly, on Tiger Server editing, if you press TAB key, it will tab through all the drop down menus and check boxes on the web page just like you would on IE on Windows, sometimes its a lot easier than using a mouse.

But on standard Tiger OS 10.4, if you press tab on Safari browser, it will skip all the drop down menu and check boxes. Any idea why?

P.S. below screenshot is how tab highlight drop down menus in Safari on Tiger server.

Preferences --> Advanced --> Press Tab to highlight each item on a webpage.

The Systemwide "Turn on full keyboard access" option might also affect it in some way.
