tabbing to drop down menus

Is there any way to get OSX to allow me to tab to a drop down menu in ALL applications and then use the arrow keys to move to the item I want (like in Windows)? It does it for some applications, but for others, like Photoshop & Illustrator, it just skips the drop down altogether and I have to go there with my mouse.

Any solutions? Or is it just the way the app is written?
