iOS TableView Bottom Tool Bar Help

heres my tableview

i want to have my tool bar at the bottom of the view controller at all times. whether if theres items there or not.


and i want the tool bar to stay always visible at the bottom, when i add a lot of items, it goes down with the items, which i don't like
