Tags in Notes

I moved a few of my notes from a cloud folder to a folder that is resident on my computer. It seems that the tags don't function in my notes resident to my hard drive, but work fine in the notes attached to the cloud. Do your notes have to be on the cloud to use the tags? Or do I have to turn something on?
