When dialing, I'd like to hear the numbers spoken. I remember a cell phone I had 8 years ago that did so, are there any apps to make this happen ?

Have you tried any of the accessibility settings to see if some like voiceover might provide functionality of that type?

Don't think anything is controlling the phone, just voice feedback in relation to what you are touching and doing on the phone (you can enable it before dialing and disable it after using the triple-click home button shortcut that you can set in accessibility settings). Beyond that, short of perhaps some sort of a jailbreak tweak if you are jailbroken don't think there's much else like that available.
