I'd like to change the tap (i.e. touch) sensitivity value.
Under a synaptics brand pad on a PC you would have the option of adjusting a slider from "light touch" to "heavy touch".

It's not the com.apple.trackpad.scaling setting, this is speed.

I have already tried BetterTouchTool and MagicPrefs, neither are the solution I'm looking for, however one of them DID increase the sensitivity and make tap to click work properly. Unfortunately it also removed standard tap-and-drag functionality (overrides sysprefs).

It did show me that this is not a hardware issue, and indeed can be changed through software somehow, but I'm not sure how.

Appreciate any help.

great idea, was thinking the same thing. sometimes I tap and it doesnt register click, then I have to tap again, more decidedly than before :p

Same deal here, the default sensitivity is way lower than it should be.
There must be a way to change it, I will update if I find out, as no one seems to know.
