Do you mean they don't give the normal RedCard 5% discount on the contract price (eg. $199 - 5%) ?
If you buy an iPhone 6 with a 2-year contract via RedCard you would pay $189 ($199 minus 5%) plus tax.
You do get 5% off of the contract price ($199 etc) but you will be taxed on the full retail price ($649 etc)

Following Apple's launch event on Tuesday, Target announced that it will offer preorders on the new iPhone 6 and iPhone 6 Plus models starting September 12. That's the same day other retailers will offer the phone for preorder. The phones will then be available for sale beginning Friday, September 19, with the entry-level 16GB iPhone 6 priced at $199 and the 16GB iPhone 6 Plus at $299 with a standard, two-year carrier contract.
Target joins a chorus of other retail chains in the US eager to snag iPhone 6 buyers. Aside from Apple and the four major US carriers (Verizon, AT&T, Sprint, and T-Mobile), Best Buy has also announced its sales plans for the new iPhone. But you can count on Apple's latest-generation phone popping up at other retailers as well.
Target is also trying to sweeten the deal with its own trade-in program. Customers can lock in certain values on trade-ins for prior iPhone models before September 18, and the prices are guaranteed before October 18. You can trade in your old phone either at a Target store or via the company's trade-in website.
Target's iPhone trade-in deals include the following:
$200 for the iPhone 5s
$100 for the iPhone 5 or 5c
$75 for the iPhone 4s
$50 for the iPhone 4
Of course, trade-ins and sales of older iPhones are likely to be rampant with the launch of the iPhone 6. Consumers looking to unload their old iPhones should, of course, shop around for the best deal. Though it may require more work, offering the phone via eBay or Craigslist could be more lucrative than a trade-in program.
