Taskbar blinking when starting an application

Has anyone noticed this? When I start an application, the taskbar blinks once, like there is a big power usage for a quick moment. It's best seen if the taskbar remains black , and the battery icon white (like the official twitter app), but it can be noted on white task bar, too.
I'm on iPhone 5, iOS 7 B4.
