So how do I file state taxes without the Federal done first ??
A good question. I suspect that the states will bring their filing deadlines into sync with the feds.

Meantime, the extended filing deadlines are only beneficial for those who will owe money (or like to procrastinate).

Basic strategy: Do the prep work now. If you owe money you may want to wait to file. If you're due a refund, file sooner rather than later.

I'm glad someone else does mine/ours, well, the wife handles all the business documentation requirements, BIL does the actual processing/filing (he's a partner at a big out-of-state firm).

Feeling the burn this year, and that's __not__ due to an old cranky senator from Vermont ... :p

At this point, things are still in flux. It was only a week ago that the IRS said the filing deadline was still April 15, only the payment deadline had been extended. Things may change again between now and the earliest of the deadlines (June 15 for the OP).

I would wait at least a week to see if anything changes. If not, then plan to finish everything by the earliest of the deadlines. That way, at least your planning is taking account of the earliest deadline. And because the best-laid plans gang aft agley, well, plan to revise your plans as new information arrives.

Is there something in CA that warrants doing Federal first? We are in PA and just happen to do Federal first or at the same time as State because we get a Federal Refund. But we could technically do State first since we just use the W2s, not anything specifically from the Federal Return.

CA can't do the state until the Federal is done first.

So that's why I am asking if other states are disjointed...

i used a copy of turboTax Premier i bought on line form newEgg.com
turboTax comes with free federal efile
turboTax does an update on the tax laws so it will likely reflect the new filing dates
it took the feds 2 weeks to process the return
the state efile cost me $25 via turboTax

my state tax could have be done online at the treasurer's web site and efiled for free

if you owe money I would just sent the returns and or a hard copy check(s) usps

The best thing to do is to consult the tax agency for your individual state. The FTB website (linked above) provides the relevant information.

Up until a few days ago, the California filing deadline was still April 15, the payment deadline had been extended to June 15. Today both 2019 tax filing and payment deadlines is July 15. Also 2020 estimated tax payment due dates for 1st (normally April 15) and 2nd quarters (normally June 15) are now both July 15.

Check the IRS website for federal income tax information. The situation is pretty fluid and changes rapidly.

If you expect a refund, file by April 15th; you'll get your money faster.
