A week ago a buddy of mine ordered one song on iTunes, after changing his address from out of state to his current address in TX, and was charged $1.06 for his .99 cent song. I then realized my address in iTunes is still out of state, hence I'm only getting charged $.99. How are they charging tax in TX and is it simply a matter of him switching his online address back to another state?

I used to get charged tax, but after sales tax was increased here they stopped taxing music/video downloads. But being taxed is about your address, not your location at the time of download.
 
It all depends on if the company has a physical presence in the state. I assume where you live, there is no apple store in that state? I'm pretty sure this is your answer. Just like you get charged tax on amazon if you live in a state where they have a warehouse.
