Iphone 4S got cancelled from AT&T. Have to go in-store to get one. Unfortunately, My st is one of lucky states which charge tax on full retail price. Thinking about driving to OR or any other less lucky states to buy one. Just wondering whether AT&T store is going to charge tax on local or billing address?

they bill you by your billing address.
I relocated to Las Vegas last year where the tax costs based on the $200, so about 16 dollars extra, where as where I was from, CA, they had to charge me tax of 600..unfortunately, I went to this local ATT shop and had to pay 250ish for my iPhone 4.
This year I paid only 215 for my 4S, because I changed my billing address to Vegas, 2 mins before preordering, LOL

it should be wherever you swipe your physical card IMHO; if electronic then your state...

Weird.

Why Reno charges me $50 on 8G iphone 4S? Are Reno and Las Vegas in same state?
