Note: I'm not asking why Apple doesn't do it, there are plenty of reasons not to put Thunderbolt 4 on iPhones.
I'm just asking whether it's technically possible.

I was assuming you can't because of something to do with power delivery. It seems like all smartphones don't have the ability for high-speed I/O yet. Apple is at the top of the game with 10 GBPS USB 3 speeds.
