Telefonica (owners of Movistar, O2 and Vivo mobile networks) have launched a new VOIP service called Tu Me, initially limited to an iPhone app. Whilst it's somewhat limited in functionality at present it's the first major mobile network I'm aware of that has gone down this route.
More interesting are some of the quotes in the article which seem to suggest acceptance of VOIP and that this is just the first step down that route.
