This is a lightweight Telegram instance that appears to work on virtually any browser - I've tested it on Windows Phone 7 (IE9 Mobile) OS9 (Classilla) and Tiger (Safari and InTheBox)
You will need a mobile number and official app to get the initial setup code but after logging in you won't need another code unless you log out/delete your history.
