Can someone comment on whether oxigen-sensing S9 or U2 watches can be distinguished from those sold after the ban? Is the difference in hardware, hence, different Apple identifier or is it software-based elimination of such capability.

How to find out if your Apple Watch Series 9 model supports Blood Oxygen?

The way to find out if the Apple Watch you are buying has blood oxygen feature disabled or not is by checking the part number. Apple says that new watches with blood oxygen disabled have part numbers that end with the string ‘LW/A’

Thanks for the link!

If you are buying a new one in the US, ir's disabled. Outside the US, it's enabled.
True if you buy directly from Apple, but third party sellers may still have new old stock in their inventory that they procured before Apple changed the part number.

In the US, Best Buy still sells MR9C3LL/A model that is still enabled. LW/A is the disabled post-ban product.

Best Buy's stock is still enabled (just tested). Amazon's and Apple's stock is not.
