I know on Windows you can open DOS and the computers on your network you can talk to each other (chat) using the c:\net send command. Is there a way if I am using my Mac (running 10.6.6) to talk to a Win 7 pc from terminal to dos?

I don't know, but strictly speaking you're not "opening DOS" on a Win7 PC. You're opening a command prompt that looks and acts similar to the way MS-DOS used to do.
