I have a new 17" MBP (2.66, 4GB ram, 2 video cards, etc.). I have been having so many problems with this thing that I just did a full erase-reinstall. I've only loaded one thing so far ... World of Warcraft ... to test if I have any improvement--I don't.

In WoW I'm running framerates of 20-40 (my brother is in the 70s on his 13-in MBP, and that only has 1 graphics card!). Outside of WoW, I'm getting pinwheels all the time with multiple windows open, and firefox is very slow to respond.

I can't figure this out. Could one of my graphics cards be non-functional?
 
Make sure you're running the more powerful card, and not the power saving one?
 
Even though your MBP has two graphics cards it can only use one at a time. Try switching to the one you are currently not using and try that. Also, are both computers running WOW at the same settings?

Yes they were both using the same settings.
How do I switch to the other card?
