Tether for 3.1.3

Help.benm posted a fix earlier for 3.1.3. The install was a success. And after I reboot the option still is not there. Anyone have any ideas or fixes. I would like to not jailbreak. And I'm on a 3GS. Thanks in advance

Doesn't work any more on stock firmware since 3.0.1 Apple patched it.
