Anyway, the Personal Hotspot feature did not show on the main screen of the Settings app either, even after a hard reboot.
I had to reset the network settings before the Personal Hotspot feature showed.
Apparently a small number of users have seen this behaviour.

Is it possible to use the personal hotspots to give an iPad access to the 3g network via an iPhone?
Yes.
It also works with the eye-fi camera card.
Ok for those who havent figured it out yet. The Personal Hotspot is the new update. You can use your iPhone now as a WiFi hotspot but if you still need to connect with a cable or want to to tether - you plug in the iPhone to the computer with your cable and then turn on the personal hotspot button and voila you are tethering again.
I like this as i had this as an app when i had a jailbreak iPhone 3 - now iPhone have released it on the 4 this is great.
I dont know if it works on the 3's or 3S' but it does on the new 4 update.

Ive got an iphone 4 on 4.3.1 that was previously jb. Ive just tried what you said and it does NOT work. It still tells me to contact my network provider!
