tethering iPhone via iProxy

I've been able to install iProxy on my iPhone 5s. However, I'm having a hell of a time getting it to tether to my Windows 7 laptop.

I must be messing something up with the pac file or the static ips...

Anyone have experience with getting this configuration working?
